This is a VTOL/STOL (Vertical/Short Take-Off and Landing) plane. (like the Harrier in True Lies)
It is able to take off almost vertically (after about 3 seconds of runway). It's a LearJet 35A. It has four engines and is able to go about 420 mph (once you compare it with the capabilities, it's not so bad). It is not camouflaged like a Harrier, though (I couldn't find any Lear textures on CIS) If anyone finds out a way to camouflage it, please upload it. I have used Chuck Dome's AIRMOD 2.2 to edit the LearJet.

How to fly
==========
To takeoff:
1. Extend your flaps
2. Set throttle to max
3. Wait until reaching desired altitude
4. Remove flaps
To hover:
1. Extend flaps and spoilers
2. Set throttle to halfway
3. Trim the aircraft until nose points at horizon ( I find it easier however, to set the autopilot to ATT (Attitude Hold), then point nose at horizon and engage autopilot)
4. Once you are done, deengage the flaps and spoilers, ( and autopilot in some cases) set throttle to maximum, and continue flying.
To land:
1. Extend flaps
2. Set throttle to min
3. Lose altitude by pointing nose toward ground until you are close to ground.
